Division Overview

The Patrol Division is the uniformed division of the Naugatuck Police department. Patrol is the foundation or "backbone" of police work. This division is commanded by the Patrol Captain. The daily patrol operations are supervised by (3) shift Lieutenants and (6) Sergeants. There are currently (32) sworn police officers assigned to this division. Officers are assigned to designated districts throughout the community in order to provide consistent coverage 24 hours a day, 365 days a year. The department currently runs three shifts per day.

The importance of the patrol division to our community cannot be overstated. The patrol division provides continuous, effective and efficient twenty-four (24) hour patrol service. The uniformed officer is frequently the most visible component of the Department. They are responsible for enforcing local, state, and federal laws in addition to local Borough ordinances. The manner in which patrol officers carry out their responsibilities affects not only the quality of justice, but also citizen perceptions of law enforcement and the criminal justice system.

Some of the many functions and objectives of the Patrol Division include but are not limited to preventive patrol, crime prevention activities, response to calls for service, preliminary investigation of crimes and incidents, arrest and processing of prisoners, traffic direction and control, traffic accident investigation, and maintenance of public order. The Patrol division also provides ancillary services such as car seat installations, vehicle unlocks, and neighborhood watch programs. The Patrol division also provides provisions of emergency services such as supplemental response to medical calls, limited fire suppression and life saving functions. The patrol division is also responsible for the development of positive relationships between citizens and the Department, and reporting of information to appropriate organizational components.

Division Units

Bicycle Unit

The Naugatuck Police Department bicycle unit is a function of the Patrol Division and is under the direct supervision of the Shift Commander. The bicycle unit was first established in 1998 through a generous donation of 3 Cannondale Police Bicycles from the Naugatuck Savings bank, Naugatuck Valley Savings and Loan and Naugatuck Rotary Club. 

To join the bicycle unit, Officers must complete a weeklong training session where they receive specialized instruction. They learn to ride up and down stairways, through cone patterns and how to perform emergency maneuvers such as dismounting their bicycles in an emergency situation. At the end of this training class they receive certification from the international Police Mountain Bike Association (IPMBA).

The bicycles are primarily used to provide highly visible police patrol in the business, school and park areas. Police bicycles provide quick access to those areas not accessible by a car such as paths, alleyways, and parks. The bicycle unit provides both close citizen contact and stealth mobility. The bicycle unit is deployed between April 1 through October 31, depending on weather and shift staffing levels.

Police Social Worker

In 2021, the Naugatuck Police Department was proud to be among Connecticut's first few departments to have implemented a progressive and community-focused Social Worker Program. While initially a part-time position, the feedback within the community and from within the department resulted in the position becoming full-time in 2022. This initiative reflects our commitment to enhancing public safety through a holistic approach prioritizing mental health, social well-being, and community engagement. Our skilled social worker collaborates closely with law enforcement officers to provide immediate support and intervention during crisis situations, as well as long-term assistance for individuals and families in need. By addressing the root causes of issues and fostering positive community relationships, our Social Worker Program helps build trust, reduce crime, and promote a safer and more compassionate environment for all residents.

Motorcycle Unit

The Naugatuck Police Department utilizes a 2023 Harley Davidson police motorcycle. The maneuverability of the police motorcycle offers advantages not provided by larger, more traditional police vehicles. The Naugatuck Police Department utilizes its motorcycle for traffic law enforcement and special events such as parades, funerals and dignitary visits. 

Police motorcycles, often called "Motors" employ unique handling characteristics. The high speeds and/or maneuverability required of police motorcyclists, creates the need for specialized training. The Naugatuck Police Department currently has two certified motor officers who were required to complete over 120 hours of specialized training in the operation of police motorcycles including slow speed maneuvering, control, braking, curve negotiation, defensive driving and law enforcement techniques.  

Drone Unit

Utilizing cutting-edge small, unmanned aircraft systems (sUAS) is a dynamic addition to the Naugatuck Police Department. This innovative approach to law enforcement has quickly gained recognition as a cost-effective alternative to conventional aviation initiatives. Our Drone program is strategically crafted to supply the police department with an invaluable force-multiplier tool. Its primary aim is to bolster our capabilities in swiftly responding to emergencies and adapting to critical situations that demand situational awareness. This program is a versatile asset, from vital search and rescue missions to comprehensive documentation of incidents, be it crimes, traffic accidents, or disasters. The Drone Team is also tasked with evidence collection, surveillance missions, fugitive tracking, maintaining crowd control, and vigilantly monitoring high-risk scenarios. These diverse applications, underpinned by their alignment with law enforcement objectives, further underscore the potential of our Drone program.

Explorer Post

Law Enforcement Exploring is a worksite-based program for young men and women who have completed the eighth grade but have not yet reached their 21st birthday. Law Enforcement Explorer posts help youth to gain insight into a variety of programs that offer hands-on career activities. For young men and women who are interested in careers in the field of law enforcement, Exploring offers experiential learning with hands-on activities that promote the growth and development of adolescent youth. The Naugatuck Explorer Post participates in many community events and helps us to do outreach to high school aged youth in Naugatuck.

Community Policing

Communication Center

The Police Departments communication center is the central answering point for all 911 calls that come in from the Borough of Naugatuck. Emergency calls requiring other emergency services are then transferred to the appropriate agency. 

The communication center is staffed with six full time and one part time civilian dispatchers who are responsible for handling all routine and emergency calls that come into the Police Department and dispatching Officers to handle emergency calls, calls for service and other police functions. Police dispatchers are also responsible for communicating with officers in the field and passing on vital information that helps keep the Officers and the public safe. 

The communication center is also the primary answering point for all administrative calls the come into the department. Administrative calls are transferred by the dispatcher to the Officer, Detective or Administrator requested.
