Hi Everyone,

…Yes Yes …we know… The BIG ONE is coming … Lets not panic though…The Borough …and particularly your NPD ….is here and will be looking out for you!!
Now, a few things we want to review with you…First, when the storm hits…The major storm part of the storm that is, please know that our officers may hit a period of time where we may will have to make a decision to only respond to calls of necessity… These are of course life threatening and clear emergencies… regular calls for service will be held until such time that it is safe for us to respond…So with that said, if you notice that the five dollars you left on your workbench in your shed on July 4th is missing during the height of the storm (…no idea what your doing in your shed at the height of the storm…but play along for the sake of the example please…) …you can call us, but we will probably not be sending CSI out to investigate it until the storm passes and we can get their safely to handle it….
…Also, if you have any “STORM RELATED” questions…please refer them to a number that has been set up specifically for that purpose at: 203-720-7071…
Next, please make sure that you also prepare properly by abiding by the towns related winter storm ordinance’s…which I have included below…along with an easy to follow “translation” for those of you - like I - who get a little bored by the Blah,Blah,Blah wording of legal type documents…
I have attached a listing of the main winter storm ordinances …Most important though is that people are making certain that vehicles are not parked in areas that they are prohibited as with the amount of snowfall expected, the borough will need to have the roads as clear as possible of vehicles or other obstructions as possible..
Finally….Please make sure you have an emergency plan in place at your homes as well, things such as water, food, batteries….make sure that generators are fueled and in operating condition…. The state will at some point restrict travel over the course of the evening so plan accordingly and be prepared…and please make sure to check on your elderly neighbors as well.
And – remember…no matter how bad it gets out there…we will be here if you need us!!


WINTER RESTRICTIONS ORDINANCES
Main Naugatuck Winter Ordinances

• Sec. 18-106. – Purpose - It is hereby declared to be in the best interest of the public safety, convenience and welfare of the borough to regulate and restrict parking of vehicles on public highways within the control and limits of such borough, during period of snow or ice, so as not to impede the orderly removal of snow or ice; or the transportation and movement of food, fuel, medical care, fire, health, police protection and other vital facilities of the borough.

Translation: …We (The Borough / Police) MUST have a plan in place to when it snows inorder to keep the roads clear….


• Sec. 18-108. - Parking during periods of snow or ice. - No vehicle may park on any highway of the borough from the beginning of snow or ice fall, or other dangerous ice conditions until twelve (12) hours after the cessation of such conditions.

Translation: ...when it starts to snow….dont park your car on the road where it is not allowed...


• Sec. 18-109. - Additional parking restrictions - In addition to the period from November 1 until May 1 the mayor or his designee can impose additional parking restrictions by executive decree whenever the safety conditions of public roadways are adversely affected by weather condition.

Translation: …From November to May (AKA: The winter) The Mayor can impose more restrictive bans on parking during big storms….


• Sec. 18-110. - Vehicles subject to towing - Any vehicle which is found to be standing or parked on the side of the street not designated during the winter parking ban shall be in violation of section 1-3. Violations including towing and storage will be under the direction of the borough police department.

Translation: …If you park where you aint supposed to…the police can (and will…) tow your car…particularly during big storms!...

• Sec. 18-111. - Impoundment of vehicle - Such motor vehicle, having been so removed, shall continue to be impounded until the towing and storage charges as determined by the borough police department, shall have been paid by the owner or person entitled to possession of such vehicle. Nothing in this section shall be construed as prohibiting a clergyman, physician, medical personnel or utility serviceman from parking a motor vehicle on any side of the street in the town while engaged in the performance of his duties during such an emergency.

Translation:…If your car is towed because it was parked where it aint supposed to be….you cant get it back until you pay all the fees associated with having to tow your car away (Including storage…)
…Also ...If you’re working for a church, if you’re a doctor or if you’re a any medical professional that is working or if you are a utility worker – that is working…you can park where ever you need to during the a storm…(Side Note: - you will need to prove you’re working when asked…or we will tow your car…)

**Did anyone else notice the translation for this one was almost as long as the ordinance?...sorry!!

• Sec. 18-112. - Parking in driveway - Any person having access to a driveway shall not permit his or her motor vehicle to be parked on any public street during a snow/ice fall.

Translation: Any person having access to a driveway shall not permit his or her motor vehicle to be parked on any public street during a snow/ice fall….(Come’on people – this one was easy!!!)


• Sec. 18-113. - Snow or ice deposits - No person shall cause snow or ice to be deposited by him on any public street or sidewalk within the borough.

Translation – Don’t be selfesh…put the snow where its not going to cause anyone else more work or aggravation…
