On 12/5/14 The Naugatuck Building Inspector contacted the Naugatuck PD regarding work on a residence he believed was being done without the proper permits. The residence located on Scott Street in Naugatuck had building debris displayed which indicated that a kitchen renovation was being done to the home.
The Building inspector advised NPD that he spoke with the contractor who admitted he had not pulled a permit and that he had performed a number of building and electrical projects on the home for which he did not posses a license for.
The home owners and contractor were advised that a permit would need to be pulled to complete the work and that the work completed would need to be repaired by a licensed contractor / electrician. The contractor then applied for a permit utilizing another name which was determined to not be his.
The homeowners advised police that they did not know the contractor was not licensed and that they were told he was when he started work on the home. The homeowners further advised that when they learned he was not licensed and that he applied for the permit under a false name they hired another contractor and electrician to perform the renovations. The building inspector confirmed that those persons were properly licensed and had obtained the proper permits.
Based on the actions of the original contractor, identified as Mr. Jose Canto (DOB 3/19/60) of Mortimer St Waterbury, an arrest warrant was issued for him charging him with 1 count each of:
- “Failure to have a home improvement contractor’s license”
- “Willful performance of craftsman’s work without a license”
- “Failure to obtain a building permit”
- “Reckless endangerment”

The arrest warrant was served on Canto on 6/10/15 at 7:16 AM. Canto was released on bond and is scheduled to appear in Waterbury Superior court on 6/24/15.
